N1 - 44 N2 - This paper measures the effect of undergoing a retraining programme on finding a permanent job. It uses a generalised Tobit model with several endogenous selections. Retraining programmes increase the beneficiaries’likelihood of finding a permanent job by an average of 8 points. However, if workers who were made redundant and were not in the programme had been able to benefit from it, their likelihood of finding a permanent job would have increased by an average of 30 points.
