Local Urban Planning in Pays d’Aunis, France: Between Conflicts of Interests and Consultation

This paper aims to reveal the diversity of ways used by decision makers (the elected) to anticipate the results of the planning policies for which they are responsible. In France, the December 2000 law relating to urban solidarity and renewal establishes two management tools: Templates for Territorial Coherence ( scot) and Local Urban Plans ( plu) as well as a method consisting of several steps for consulting relevant actors. This study is based on qualitative interviews with decision makers, farmers and administrators, taking account of local history through life story narratives and consulting relevant urban documentation. It sheds light on the real differences between local authorities as regards the application of the legislation in force. In return, this diversity offers the occasion to question the ways in which actors understand the information and conceive of consultation and negotiation.
