Artificial intelligence in the public sector: literature review and research agenda

<br/><br/> AI, a major technological revolution, is increasingly integrating into the public sector (predictive policing, fraud detection, chatbots, etc.). We analyze research on the public sector and AI based on a synthesis of three systematic literature reviews (Sousa et al., 2019 ; Zuiderwijk, Chen and Salem, 2021 ; Wirtz, Langer and Fenner, 2021) up to November 2020. Then, we conduct a quantitative and qualitative analysis of 22 articles published in the 2021 to 2022 period, categorized into 10 themes. This overview reveals a growth in publications and a structuring of the field, identifying the applications, advantages, and challenges of AI. Initially present in other disciplines, research in public management on AI is still nascent and lacks theoretical foundations and empirical research. We propose a research agenda based on these themes to stimulate exploration of this expanding domain.  L’IA, révolution technologique majeure, s’intègre de plus en plus dans le secteur public (police prédictive, détection de fraudes, chatbots, etc.). Nous analysons la recherche sur le secteur public et l’IA à partir d’une synthèse de trois revues systématiques de la littérature (Sousa et al., 2019 ; Zuiderwijk, Chen et Salem, 2021 ; Wirtz, Langer et Fenner, 2021) jusqu’à novembre 2020. Puis, nous réalisons une analyse quantitative et qualitative de 22 articles publiés sur la période 2021 à 2022, classés en 10 thématiques. Ce panorama révèle une croissance des publications et une structuration du champ, identifiant les applications, avantages et défis de l’IA. Initialement présente dans d’autres disciplines, la recherche en management public sur l’IA est encore naissante et manque de fondements théoriques et de recherches empiriques. Nous proposons un agenda de recherche basé sur ces thématiques pour stimuler l’exploration de ce domaine en expansion.
