N2  - While massive water diversions are common in the United States and Canada, there have been no inter-state projects, let alone between the United States and Canada, for the sale of bulk water. These continental transfer projects, which emerged during the 1960s, have aroused great concern in Canada, but also a great interest of both the Quebec government and part of the business community. A heated debate developed around the legitimacy of these projects. If these projects never materialized, it is because their great economic weakness has never been able to compensate for environmental and governance objections
