The author describes the genesis of Unesco’s Universal Declaration on Cultural Diversity as a gradual process from a new definition of economics and sustainable development to the legitimation of cultural and identity claims and eventually to the adoption of a legal instrument for the protection and defence of cultural and linguistic diversity. Within Unesco, a democratic international organisation operating on a “one country, one vote” basis, exchanges can be lively and disagreements many. Culture involves the whole of mankind and the legal instrument lays the foundation of a new ethics.
