<br/><br/> Among the areas in which the European Community has intervened, culture has always been the poor relation. To understand this state of affairs, which has incited ritual protest from European cultural circles, two orders of explanation are required. The first concerns how Europe as a community has been conceived of and constructed. The second involves the determination of member states, and thus their peoples, to maintain their cultural prerogatives when confronted with encroachments from Brussels.
