<br/><br/> Sustainable development actions should create a link between the scale of policies, institutions, and regulations and the locale of the action. Thorough knowledge of the local environment is necessary, though not always sufficient to guaranteeing the success of the action. This is particularly true in the field of natural resource management. This principle is illustrated in an example of contract-based management of a natural forest in the highlands of Madagascar.
