When NGOs Substitute for State Primary Schools in Rural Morocco

Illiteracy and low enrollment rates remain acute social problems in contemporary Morocco. To improve official data, the government had to open the market for primary education in rural areas to NGOs. This paper highlights the content of this new type of schooling through fieldwork conducted on Zakoura Foundation schools. It concludes that the low level of curricular achievement is linked to the NGOs' own constraints.
