This paper aims to show from an approach that emphasizes the participative and local dimensions the coalescence of Tunisian policy with international intentions over the issue of governance. We show how the Tunisian State took a step in the direction of good governance through its realignment in favor of an opening toward civil society and territorial regulation. We approach the issue of governance from a perspective of controlled delegation and re-institutionalization of the State.
