N1 - 56 N2 - This article argues that health care policies need to be developed and evaluated from a patient’s point of view, because this point of view highlights the policies’ shortcomings and inconsistencies. Doing so makes it possible to grasp the lack of articulation between the various sectors of the state’s activity. The examples are drawn from three qualitative surveys conducted in Morocco, on the RAMED (Medical Assistance Plan), on access to health care for sub-Saharan migrants, and on access to free health care for cancer patients.
