<br/><br/> In Latin America, public policies are often understood based on the distinction between state policies and government policies. There is a relative heuristic usefulness to such a distinction, but efforts to conceptualize these two notions lead us to a broader reflection on the characteristics of policy-making in Latin America and its evolutions.
