An Uruguayan in Geneva: Julián Nogueira and Latin American Internationalism at the League of Nations

Uruguayan member of the Secretariat, Julián Nogueira contributed to strengthening relations between Latin American States and the League of Nations. The distance, the lack of resources and the focus on European political issues placed the Latin American States on the fringes of the international organization. This article examines the actors of the subcontinent and the modalities of their participation in the meetings of the League of Nations. He notably highlights the means adopted by the Secretariat to bring the League of Nations closer to Latin America and the actions deployed by the Latin American members of the Secretariat and in particular by Nogueira. While Nogueira was acting to serve the interests and mission of the League of Nations, he was placing his action in a continental context of struggle against US imperialism. For him, the League of Nations and its universalism were the best way to strengthen the sovereignty of Latin American States.
