<br/><br/> In France, there has been an emergence of negotiation practices in the civil services. This paper aims to study this phenomenon by focusing on the construction of an aggressive compromise in French regional public administration. Based on a narrative on the system of allowances at a town hall, our research demonstrates how the tradition of non-contractual labor relations that is typical in France is perpetuated.
