N2  - There has been a rapid growth in rail freight between China and Europe since 2011, with a spectacular boost through the Belt and Road Initiative. The present rapid expansion in capacity and services is coupled with the planning and operation of new rail infrastructure in Russia and China and into Southeast Asia, Iran, and Pakistan. Does this development – which needs to be qualified – constitute a strategic tool for China ?
