Maintaining and increasing one’s freedom to choose and to act : this lies at the heart of strategy ; it is the very art of action. The various degrees of freedom of action represent a true strategic currency, which rises and falls depending on relations with adversaries. It is a currency that has to be spent, as one’s capacity to act diminishes if it lies unused – yet it only exists through the concrete measures at the strategist’s disposal. This freedom of action is central to all strategies at all levels.
