Through underinvestment, Germany had allowed its military capability to disintegrate and indulged itself in a dream of Russian-German harmony based solely on economic relations. Chancellor Scholz’s investment in rebuilding German defense is remarkable, but it must be part of a long-term strategic vision of Germany’s role in the world and of European military needs.
