It is difficult to identify a shared set of norms implemented by populist governments of all different political persuasions once in power. Commonalities are found above all in how foreign policies are formulated: decision-making is more personal, classical diplomacy plays less of a role, opinions are mobilized internally… In the longer term, however, the effect of populism could be a more antagonistic view of international relations.
