France spends more than the average of developed countries for education, without achieving better results. The distribution of spending between the different educational levels is totally a-typical. It favors secondary education at the expense of both primary and higher education. The pressures on public spending will impose a number of choices and the additional effort to be made for higher education will have to be accompanied by a better use of funds for the primary and secondary levels.
