For centuries, the absence of control over the administrative and financial organisation of the presidency of the Republic warranted its autonomy. Yet, the increasing demand for transparency of public life since the beginning of the 21st century, combined with new citizens’ aspirations, has changed that. What is left of the principle of managerial autonomy of the presidency, rooted in history and seen as the corollary to the separation of powers? This technical question allows us to study a little-known phenomenon that is slowly modifying the perception lawyers and citizens have of the Élysée as an administrative organisation.
