From Neoliberal Rhetoric to the Issues, Challenges, and Risks of PPPs

Useful knowledge about the management of public-private partnerships (PPPs) is even less developed than knowledge about their institutional development at the political, legal, and economic level. An empirical approach, focusing on the management of projects that have been designed, developed, and financed as PPPs, is used in this paper to identify, observe, and classify all forms of organizational involvement bringing public and private off?cials together to pursue goals and objectives that are distinct, but allow state intervention to succeed and private businesses to contribute to this success in the long term. The issues, challenges, and risks relating specifically to four categories of PPP projects (circumstantial, elementary, symbiotic, and prospective) are identified and discussed.
