The right to be forgotten is a necessary basis for all issues relating to public liberties, in that it links the rule of law with human existence in a society that depends on digital technology. It raises issues of security and trust in democratic systems for citizens. The right to be forgotten empowers citizens to defend their freedom and encourages or even compels the state (in accordance with the logic of the rule of law) to relinquish its surveillance powers. Ultimately, the two parties (the state and its citizens) must honor their commitments to the social contract as a means of building the future.
