An Établissement public Territorial within the Grand Paris Metropolis, between budgetary stress and institutional struggles: the case of Est-Ensemble

This paper analyses the links between budgetary constraints and inter-institutional reshaping in the Métropole du Grand Paris. It is based on the analysis of a Établissement public territorial (EPT). Its central argument is that this EPT is caught between the communal anvil, which enjoys the legitimacy of universal suffrage, and the hammer of the PGM, in a context of extreme institutional uncertainty. Considering that none of these institutions is a winner from the territorial reforms, the hypothesis considers financial constraints as a framework structuring institutional conflicts. A factor for integration through fiscal incentives, the tightening of budgetary constraints then became a barrier when multiple financial tensions led mayors to withdraw to the communal level.
