Nicolas Sarkozy’s rise to the helm of the French state in May 2007 introduced a new diplomatic governance and posed the question of the goal of foreign policy: must it be guided by ethical concerns or only protect France’s interests? The introduction of ethics into foreign policy, that is, of normative considerations beyond self interest in the decision-making process, is challenged by doctrinal or concrete hindrances. A new ethical foreign policy, if it is prepared with care, clarity, and determination, must accept the political imperative and transparent development of its values.
