The introduction of ethics into foreign policy, that is, of normative considerations beyond self interest in the decision-making process, is challenged by doctrinal or concrete hindrances. A new ethical foreign policy, if it is prepared with care, clarity, and determination, must accept the political imperative and transparent development of its values
