N2  - After a reminder on the targets set for humanitarian and development aids by various international organizations, Julien Serre ascertains that a financial transaction tax is no longer taboo, and the possibility of establishing one is reaching a large consensus within the scientific community. The resources such a tax would generate in the European Union are estimated to be around 55 billion euros, according to the European Commission. He then presents a set of propositions on how around a third of that sum, 20 billion euros, which he calls a solidarity levy on financial transaction, could be used to foster employment and fund development aid
