In the first place, we analyze how, since the last quarter of the past century, demographic transition has created the conditions for an increase in per capita income without a reduction of poverty. Secondly, in order to achieve a significant reduction of poverty, it is necessary to reduce inequalities. And finally, it is argued that no attempts have ever been made to reduce inequality, and that, instead, economic growth as been promoted as the solution to poverty and inequality. It is shown here that even during its expansive phase, the economic cycle lacks the capacity to act on the structural causes of poverty and does so only marginally in specific contexts of economic growth.
