Justifying State’s Reform through Event Hosting Policy: The Case of the Olympic Games 2024 and the French National Sports Agency - 2024.

States and local authorities are implementing public policies to host major international sporting events (bids) and to legitimise their organization (legacy policies). In this paper, we want to show how these events can also open policy windows for coalitions of actors in order to produce an administrative reform. Based on empirical material from two doctoral thesis, this contribution analyses the role of Paris 2024 Olympic and Paralympic Games hosting in the process of setting a reform of French sports model on the agenda. This took the form of the birth of a new public operator, the National Sports Agency, presented as the necessary condition for the “success” of the event.
