Inclusion and planning: Towards an inclusive approach to local territories - 2015.

French territorial regions are principally structured by various planning processes that cover a very wide number of fields, only partially coordinated, although in one way or another they all aim towards equality of access of citizens to resources and opportunities. Inclusion, understood as an action that aims to develop competencies among people in situations of vulnerability and abilities that will help them in their environment. This requires a transversal approach to planning and implies collaboration between actors with specific responsibilities. From a study carried out by the CREAI in the Alsace region, this article shows that the current approach to planning is inadequate for attaining the ambition of inclusion. The authors analyze the conditions necessary to carry out such an approach.
