N2  - RésuméBucarest, qui aspire à un rôle régional majeur, doit affronter l’urbanisme inachevé de Nicolae Ceauşescu. La capitale présente différents visages, l’occidental et l’oriental, le villageois et la vitrine de la modernité. La période de « transition » devait articuler ces différentes strates. Mais les hésitations entre la maîtrise des héritages et un mimétisme servile ralentissent les remodelages. La libéralisation du sol et les rétrocessions ont renforcé les structures héritées et rendu les habitants captifs. Les ressources limitées et les modes de gouvernance éclatés ne favorisent pas l’émergence d’une voie propre de développement. L’intégration européenne est alors une chance et un défi; Bucharest, which aspires to play a major regional role, has to face Ceausescu’s unfinished urbanism. The capital presents various faces, the occidental and the oriental, the villager and the modernity’s window. The “transition” period had to articulate these various strata. But the hesitations between to assume the inheritances and a slavish mimicry slow down the reshaping. The liberalization of the ground and the retrocessions strenghthened the inherited structures and kept inhabitants captive. The lack of resources and the fragmented governance do not facilitate the emergence of original development ways. The European integration is then as much an opportunity as a challenge; RezumatÎn Bucureşti coexistă mai multe oraşe : cel occidental şi cel oriental, cel sătesc, cel monumental -cu urbanismul neterminat al lui Ceauşescu şi acela-vitrină a noii modernităţi, înţesat de turnuri de oţel şi sticlă. După 1989, ezitările între valorizarea moştenirilor şi copierea Occidentului articulează cu greu acest spaţiu urban eterogen. Speculaţiile funciare şi litigiile juridice, deconectarea spaţiilor rezidenţiale de cele ale activităţilor economice (ele însele în evoluţie extrem de rapidă) se fac la întâmplare, în funcţie de oportunităţilor funciare ale momentului. Complezenţa regulilor de urbanism, resursele limitate, necorelarea formelor de guvernanţă urbană nu facilitează deloc apariţia unei adevărate dezvoltări metropolitane. În aceste condiţii, integrarea europeană este în acelaşi timp pentru Bucureşti şi şansă şi provocare
