N2  - RésuméPar la triangulation de trois concepts, grands réseaux d’infrastructures, projets urbains et instances de débat public, l’article montre comment, dans le déploiement des grands réseaux au Québec, certains projets urbains peuvent être à la fois la matérialisation et les révélateurs de changements dans leur gouvernance. L’article prend appui sur deux projets majeurs récents et en milieu urbain : la modernisation de la rue Notre-Dame pour le ministère des Transports du Québec, la centrale du Suroît pour Hydro-Québec. Par le biais de ces projets, c’est le sens même du réseau qui est interpellé, un sens en mutation, en particulier par l’insertion du secteur privé dans le façonnement de réseaux jusqu’à maintenant essentiellement publics. Ces deux projets ont chacun fait l’objet d’une étude d’impact sur l’environnement et d’audiences publiques. Mais, par la dynamique qui prend place, le dispositif de débat public atteste sinon d’un débordement, du moins d’une forte évolution; Combining three elements, namely, major infrastructure networks, urban projects and public participation, the paper examines the recent development of two Quebec technical networks through the analysis of two recent projects that took place in the Montreal region : the upgrading of the Notre-Dame boulevard by the Quebec Ministry of Transportation, the Suroît power station of Hydro-Québec. The debate surrounding these projects brought under question the structure of the networks, in particular, how the privatization of some components might bring about changes to networks that had fallen almost exclusively within the public realm until recently. And the framework for their regulation was also forced to evolve. Although an environmental assessment and public hearings were conducted for each of them, the ensuing public debate extended much beyond the procedural arena demarcated by the government.
