N2  - Xenophon’s Anabasis allows us to learn about how military assemblies were conducted on campaigns, when the control of a city’s authorities was lacking or when the polis could not be useful. Even though the Kyreioi functioned as a provisional polis, they never had the intention of establishing a permanent city. However, a reading of Xenophon’s text shows us that assemblies exercised sovereign power from Clearchus’s death until the integration of the mercenary survivors into Thibron’s army. Generals and captains of the different national units needed to summon the army to make all kinds of decisions regarding their return home to Greece
