N2  - Since the early 2000s, anti-discrimination has become a goal of French public policy, reaching a wide consensus. Implemented in each prefecture, the Commission pour l’égalité des chances et la citoyenneté (COPEC) illustrates how anti-discrimination policies and practices are conceptualized. Analyzing the daily practices and routines of COPEC bureaucrats from a sociology of law perspective, this article argues that these practices rest upon general legal principles while ignoring the anti-discrimination legal framework. It discusses the legal consciousness that prevailed within this Commission
