N2  - En associant parcours, discours et pratiques, cette contribution rappelle l’historicité de la pratique pétitionnaire entre essor du droit international et gestion à distance des mobilisations transnationales. Elle analyse les langages et usages des droits en donnant la parole aux pétitionnaires victimes d’un crime de masse, dans leurs modalités d’appropriation de la procédure après la signature du traité de Lausanne de 1923 qui fonde l’exclusion des rescapés arméniens du génocide de 1915-1916 par la nouvelle République de Turquie. Elle confronte enfin ces usages aux profils et pratiques des personnels de la section des minorités (concurrences élitaires, travail bureaucratique et ressources); By associating background, discourses and practices, this contribution recalls the historicity of petitioning practice between the rise of international law and the remote management of transnational mobilizations. It analyzes the languages and uses of rights by giving a voice to petitioners who are victims of a mass crime, in their modalities of appropriation of the procedure after the signing of the Lausanne Treaty of 1923 which is the basis for the exclusion of Armenian survivors of the genocide of 1915-1916 by the new Republic of Turkey. Finally, it confronts these uses with the profiles and practices of the staff of the Section of Minorities (elitist competitions, bureaucratic work and resources)
