<br/><br/> Postmodernity has led to the advent of a “liquid society,” as opposed to the “solid society” that preceded it. This “post-postmodern” society dilutes classical models, including in terms of administrative action. First of all, it leads to a fluid effect of the administration. Indeed, it leads to the transfer of the entire frame of reference of administrative democracy to the individual. The result is a recomposed administrative sociability and a dilution of administrative action. It is the administrative identity of the public that is “liquefied”, as a result of the development of an individualistic approach to public service, which undermines the relationship between administration and public. It then leads to a liquefaction effect of the administrative relationship. Thus, it tends to call into question administrative democracy, through an administrative action that no longer guarantees the general interest. Under the guise of progress, this produces various perverse effects, such as administrative disembodiment and blurring of the administrative identity. The public, which could have hoped to be part of a clear administrative trajectory, is now confronted with a requirement for administrative mobility that it is often not able to control.  La postmodernité a conduit à l’avènement d’une « société liquide », par opposition à la « société solide » qui l’a précédée. Cette société « post-postmoderne » dilue les modèles classiques, y compris en matière d’action administrative. Elle entraîne d’abord un effet de fluidité de l’administration. En effet, elle conduit à déporter sur l’individu l’ensemble du référentiel de la démocratie administrative. Il en résulte une sociabilité administrative recomposée et une dilution de l’action administrative. C’est l’identité administrative du public qui s’en trouve « liquéfiée », à la suite du développement d’une approche individualiste du service public, qui mine la relation entre administration et public. Elle entraîne ensuite un effet de liquéfaction de la relation administrative. Ainsi, elle tend à remettre en cause la démocratie administrative, par l’intermédiaire d’une action administrative ne garantissant plus bien l’intérêt général. Sous une apparence de progrès, cela produit différents effets pervers, comme une désincarnation administrative et un brouillage de l’identité administrative. Le public, qui pouvait espérer s’inscrire dans une trajectoire administrative claire, se trouve désormais confronté à une exigence de mobilité administrative qu’il n’est souvent pas à même de pouvoir maîtriser.
