N2  - Le concept de « centralité » de l’ASEAN a émergé il y a une dizaine d’années, alors que l’organisation semblait menacée par des projets concurrents. Différentes mesures ont été prises pour renforcer la solidité de l’Association mais sa pérennité n’est pas pour autant garantie. Elle souffre notamment d’un désintérêt des populations locales et d’un sous-financement chronique. Un nouveau traité de coopération politique permettrait de donner un second souffle à l’ASEAN; The concept of “centrality” of ASEAN emerged around ten years ago at a time when various rival projects were threatening the organization. Certain measures were taken to strengthen the association but this doesn’t guarantee its survival. The main problems it faces have to do with lack of interest among local popula-tions and serious under-funding. A new treaty of political partnership would give ASEAN a second wind
