L’homme individuel, voulant consentir librement à la règle, veut, du même coup, participer à son élaboration; Prohibition is a social obligation, a condition of civil peace. But, with democratic times, prohibition has become collaboration, from the verticality of the ordering power to the horizontality of the co-deciding citizens.
