Cette architecture donne un sens au primat de la transition climatique, pour réordonnancer le droit matériel de l’Union européenne à partir de nouveaux droits et n’est rien moins qu’une nouvelle forme de planification, nécessaire à la protection des générations futures; The Green Deal is a new architecture of European governance that encompasses a conglomerate of old measures and methods united in a normative ecosystem and which leads to a new representation of the principle of coherence. This architecture gives a normative content to the primacy of climate transition and reorganizes the substantive law of the European Union on the basis on new rights and it is, last but not least, a new form of planning, which is necessary for the protection of future generations
