N2  - Cet article envisage la quantification de l’action publique sous un angle singulier. Il ne s’intéresse en effet ni à l’ usage social du chiffre (ou aux intérêts particuliers de ceux qui s’en servent), ni à la construction sociale du chiffre (ou aux ficelles de la fabrication de la statistique publique), ni à la validité scientifique du chiffre (ou à la réalité des faits qu’il est censé décrire), mais à la valeur sociale du chiffre. Ses analyses s’articulent donc autour d’une question : comment une information quantifiée au sujet d’un problème politique est-elle catégorisée et dotée d’importance par ceux qui l’utilisent, indépendamment de ce qu’elle révèle à propos du fait dont elle fournit une description objective ? Pour répondre à cette question, l’article commence par identifier l’ordre de catégorisation qu’impose le « système du chiffre gestionnaire » ; puis, à partir de données empiriques extraites d’une enquête sur la mise en place de la Lolf et son application au domaine de l’enseignement supérieur, il rend compte de la reconfiguration de l’action de l’État qu’induit le passage d’une quantification descriptive à une quantification prédictive. L’article met ainsi en évidence le genre de propriétés sociales qui est conféré au chiffre lorsque l’action publique est soumise à un impératif de performance, et suggère que ces propriétés s’opposent à celles qui lui sont attribuées dans l’ordre de catégorisation de la démocratie; This article offers an analysis of the phenomenon which organizes the process of modernization of the state: the quantification of politics. To be clear, it does not deal with the social uses of numbers (i.e. revealing the specific interests of those who trade on them), neither with the social construction of numbers (i.e. disclosing the tricks of statistics production), nor even with the scientific validity of numbers (i.e. discussing the reality of the facts they are supposed to bring to light), but with the social value of numbers. In other words, the article examines the role played by the availability of “objective” descriptions of public problems in the political decision process as well as in the implementation of public policies and in the transformation of the practices of democracy. To substantiate its claim, this article examines the reform the French budgetary procedure underwent with the institution of the LOLF; and more precisely the effects directly stemming from the installation of a web of integrated and interconnected information systems in state administrations as it is currently done. The article concludes by comparing two different ways numbers are endowed with an opposite social value: performance and democracy
