N2  - En matière d’évaluation environnementale, la participation citoyenne est devenue une nécessité politiquement consensuelle et juridiquement attendue. Cependant, il faut admettre que les mécanismes tendent à devenir alors compliqués et leur application est présentée comme une contrainte justifiant leur non-respect. La parole citoyenne protégée, surveillée, permet l’affirmation de formes reconnues d’éco-citoyenneté. La complexité techniquement admise risque d’être parfois politiquement rébarbative. L’encadrement du dialogue environnemental reste strict et la démocratie environnementale s’en trouve parfois limitée; Regarding the environmental assessment, the citizen participation became a need politically consensual and legally expected. However, it should be recognized that the mechanisms are becoming complex and that the implementation is introduced as a constraint which justify their non-compliance. The protected and controlled citizen voice provides the affirmation of accepted forms of eco-citizenship. The complexity technically accepted may become sometimes politically boring. The environmental dialogue frame stands strict, and then the environmental democracy is sometimes restricted
