N2  - Si, classiquement, l’urgence redéfinit la répartition des compétences au bénéfice de l’exécutif, l’urgence écologique, semble-t-il, accroît également le pouvoir de l’expert. C’est la thèse ici défendue : l’expert tient une fonction normative en situation d’urgence écologique, fonction qui justifie son encadrement par le droit. Les controverses entourant les produits phytopharmaceutiques serviront d’illustration; If, traditionally, emergency redefines the distribution of powers to the benefit of the executive, ecological emergency also seems to increase the expert’s power. This is the thesis defended here: experts have a normative function in situations of ecological emergency, a function that must therefore be regulated by law. The controversies surrounding plant protection products will serve to illustrate this argument
