Le Fonds citoyen franco-allemand est un nouvel outil issu du traité d’Aix-la-Chapelle, signé le 22 janvier 2019. Sa création s’inscrit dans la continuité du renforcement de la coopération franco-allemande amorcée par le traité de l’Élysée, signé en 1963. Ce dernier avait notamment permis la naissance de l’Office franco-allemande pour la Jeunesse, qui s’est imposé au fil des ans comme un acteur incontournable des relations franco-allemandes.Le traité d’Aix-la-Chapelle quant à lui a pour ambition de redynamiser la relation franco-allemande en approfondissant les champs d’action de celle-ci. Le Fonds citoyen franco-allemand est un des projets phares de ce traité. Il a pour but de raccrocher les deux peuples en soutenant des projets issus de la société civile.Le lancement du Fonds citoyen a été opéré le 16 avril 2020 en pleine pandémie. Le dispositif rencontre depuis le début un énorme succès. En deux ans son budget est passé de 2,4 à 5 millions € et il a pu soutenir en 3 ans plus de 1 500 projets. Sa flexibilité et son accessibilité en fait un outil sollicité par les acteurs et les actrices de la société civile ainsi que par les communes. Néanmoins, son succès croissant le place devant de nouveaux enjeux qui sont tout autant de promesses pour l’avenir.

The Franco-German Citizens’ Fund is a new entity resulting from the Treaty of Aachen, signed on January 22, 2019. Its creation aims to strengthen further the cooperation between France and Germany initiated by the signing of the Élysée Treaty in 1963. The latter led to the creation of the Franco-German Youth Office, which has become a key player in Franco-German relations over the years.The Treaty of Aachen intent to revitalize the Franco-German relations and deepen the fields of its action. The Franco-German Citizens’ Fund, which aims to bring the two populations together by supporting civil society projects, is one of the most concrete and successful achievement of this treaty.The Fund was officially launched on April 16, 2020, in the midst of the COVID-19 pandemic and has since taken off very successfully. After only two years, its annual budget has been increased from 2.4 to 5 million euros and in the first three years, more than 1,500 projects were funded. It was especially well received by the actors of the civil society and municipalities thanks to its flexibility and its accessibility. Nevertheless, its growing success comes with new challenges in addition to great promise for the future.

Der Deutsch-Französische Bürgerfonds ist ein neues Förderinstrument, das mit dem Aachener Vertrag vom 22. Januar 2019 beschlossen wurde. Seine Gründung ist ein weiteres Element der deutsch-französischen Zusammenarbeit, die 1963 mit dem Élysée-Vertrag ihren Anfang nahm. Aus dem Élysée-Vertrag war damals das Deutsch-Französische Jugendwerk hervorgegangen, das im Laufe der Zeit zu einem der zentralen Akteure der deutsch-französischen Beziehungen geworden ist.Der Vertrag von Aachen sollte die Kooperation zwischen Deutschland und Frankreich stärken und auf neue Bereiche ausweiten. Der Deutsch-Französische Bürgerfonds ist eines der Leuchtturmprojekte dieses Vertrags. Seine Aufgabe ist es, Projekte aus der Zivilgesellschaft zu fördern und so die Bevölkerungen beider Länder einander näher zu bringen.Der Bürgerfonds wurde am 16. April 2020, mitten in der Covid-19-Pandemie, gestartet und hat seitdem sehr erfolgreich Fahrt aufgenommen. Nach zwei Jahren wurde sein Jahresbudget von 2,4 auf 5 Millionen Euro erhöht und in den ersten drei Jahren konnten mehr als 1.500 Projekte gefördert werden. Flexibilität und Niedrigschwelligkeit zählen zu den Markenzeichen des Bürgerfonds und werden von Akteur*innen der Zivilgesellschaft sowie von Kommunen sehr geschätzt. Nichtsdestotrotz gehen mit diesem Erfolg auch neue Herausforderungen einher, die zugleich eine viel Potenzial für die Zukunft verheißen.
