The Central Office of Jewish Elder’ Boards in the Eastern Upper Silesia, which was a higher level body to most Jewish communities of Katowice and for some communities in rejencja of Opole was brought into being at the beginning of 1940 and fulfilled the role of the mediator between the occupant and the Jewish population in this area. Moses Merin was the head of this body and he was propagating the attitude of obedience and loyalty towards the occupant authorities. He was a follower of the severe and strict obeying of all occupant’s regulations ; he condemned all forms of contact with the Aryan people. By the spring 1942 the idea of “survival policy” suggested by Merin seemed to bring positive results. There were no mass displaces of the Jewish people, the economical situation was stabilized (enough food and no unemployment), effective social welfare, only partly separation from the Aryan people. In comparison with the situation in the General Government (the German-occupied Poland), all the achievements brought the constant increase in confidence towards the Central Office.
