In the late 1920s, American growers, the Mexican government, writers, and even immigrants themselves increasingly began to promote the idea of Mexicans as temporary workers to the United States rather than as permanent immigrants and future Americans. The evolving discourse of Mexicans as temporary workers served to keep the border relatively open since the idea was that the workers would not remain long enough to influence American national identity and culture.
