Ce travail entend illustrer comment la participation de l’Italie à la Grande Guerre a donné naissance à une nouvelle catégorie de citoyens – les invalides et mutilés de guerre – et décrire l’institutionnalisation et le développement d’un nouveau système de welfare dans ce pays. L’article détaille l’assistance portée aux invalides durant la guerre par les comités d’assistance et par leur fédération, la naissance de l’organisme étatique chargé de l’assistance, l’Opera Nazionale per la Protezione e l’Assistenza degli Invalidi di Guerra (ONIG), la création de l’ Associazione Nazionale fra Mutilati ed Invalidi di Guerra (ANMIG). La présence et les initiatives de ces différents acteurs permettent de comprendre comment les origines du système de welfare ont été aussi bien publiques que privées, cette caractéristique marquant le développement successif de l’assistance médicale et sociale en Italie.

This article aims to describe how the experience of the war created a new category of Italian citizens, the disabled veterans – and to describe the institutionalization and the development of a new welfare system in Italy. The article describes the assistance that Committees of Assistance provided to disabled soldiers, the creation of a new public board for the assistance to disabled veterans, the Italian National Agency for the Protection of Disabled Veterans (ONIG), the creation of the Italian National Association of Disabled Veterans (ANMIG). The existence and the action of this actors allow us to understand that the origins of the Italian welfare system are both public and private and how this caracteristics highlighted the following development of the medical and social assistance in Italy.
