En se basant sur l’expérience de l’association de l’AEH (Action européenne pour les handicapés) dont elle est vice-présidente, l’auteure analyse les changements survenus dans les différents Etats européens à la suite de la signature en 2006 de la convention concernant les droits des personnes handicapées. En premier lieu elle analyse le changement de paradigme impliquant un positionnement différent dans le traitement social du handicap. Elle tente ensuite de mesurer le poids de l’évolution du droit européen vers un droit basé sur l’interdiction de discriminer les personnes handicapées et elle en tire enfin les conséquences en matière de méthodologie de suivi des engagements des Etats dans ce domaine.

Drawing on the experience of the AEH (European Action for the Disabled), of which she is vice president, the author analyzes the changes that have taken place in different European countries following the signing in 2006 of the Convention on the Rights of Persons with Disabilities. First of all, she analyzes the change in paradigm implying a different approach to the social treatment of disability. She then seeks to measure the impact of the change in European laws, which move toward laws banning discrimination against persons with a disability, and she finally draws the consequences in terms of the methodology for monitoring the commitments of nations in this realm.
