RésuméCet article se donne pour objet de réflexion la notion de « bonne gouvernance » à travers l’analyse des articulations entre ONG, État et institutions internationales. À partir de l’exemple d’une ONG active dans le domaine de la lèpre en Inde et dont nous considérons les champs et les modalités d’intervention, nous montrons comment se met en place un vaste processus participatif marqué par la délimitation fonctionnelle des tâches et le séquençage des responsabilités. Ainsi peut-on dire que la « bonne gouvernance » introduit, au-delà d’une participation chacun à son niveau à la diffusion des valeurs qui lui sont sous-jacentes, la fin du paradigme administratif reposant sur la dilution de la responsabilité. En cela l’« égalité » de l’ensemble des acteurs au détriment d’une prédominance de l’État fait de la « bonne gouvernance » un principe non pas tant de réduction du pouvoir de l’État que de réorientation de ses fonctions d’administration.

The pardigm of responsibility sharing. The NGOs, the State and the WHO combating leprosy in IndiaThis article aims to examine the notion of « good governance » by way of analysis of the inter-relationships between the NGOs, the State and international institutions. The Authors use the example of an NGO active in combating leprosy in India. They examine the fields and methods of intervention and draw conclusions as to how an extensive participatory process becomes installed that is marked by a division of labour and a programmed sequence of responsibilities. Their analysis brings out how “good governance” introduces, beyond a contribution of participants each at their levels to the spreading of the underlying values, the end of the administrative paradigm resting on the dilution of responsibility. The “equality” of all the actors to the detriment of a predominance of the State makes “good governance” a principle not so much of reduction of State power as of a reorientation of its administrative functions.
