Cet article traite d’un grand projet de renouvellement urbain articulant objectifs de promotion de « l’attractivité métropolitaine » et de développement social local : la ZAC de l’Union au nord-est de l’agglomération lilloise. Recourant à des entretiens ethnographiques et à une série d’observations du travail des professionnels mandatés pour le mettre en œuvre, l’analyse porte sur les contradictions qui traversent le projet de l’Union et la manière dont elles sont gérées et mises en sens par les chargés de projet. Conscients de leur impuissance à effectivement influencer les décisions d’implantations d’entreprises extérieures à l’agglomération, ils développent un rapport changeant – tantôt désabusé, tantôt réenchanté – à la mission pour partie irréalisable dont ils héritent.

Defending a lost cause?This article explores a great project of urban renewal that combines the goals of “metropolitan attractiveness” promotion and place-based social development: the Union project in the north-eastern part of the metropolitan area of Lille. Based on ethnographic interviews and on the observation of the work of the professionals in charge of its implementation, the analysis is concerned with the contradictions that structure the Union project and the way the public developers manage them and give them sense. Being aware of their incapacity to actually influence the location decisions of firms that come from outside the urban area, the project managers have a changeable relationship—sometimes disillusioned, sometimes re-enchanted—with the mission they inherit, which is partly impossible to achieve.
