Marquant le début d’une mondialisation qui ne pouvait aller qu’en s’accélérant, ces années ont permis de traiter, dans un esprit de conciliation, un certain nombre de grands problèmes de la société et de l’économie mondiale, dont la lutte contre les stupéfiants aura été le symbole. Au niveau des douze pays européens de l’époque, le Comité européen de lutte anti-drogue (CELAD), éphémère structure inventée pour les besoins de la cause, aura permis, pendant quelques années, de faire avancer la solution de problèmes qui n’entraient pas initialement dans les compétences communautaires et se sont trouvées par la suite dispersées dans les nouveaux traités. | ||

Announcing the beginning of a globalization process which could go only by accelerating, these years allowed to handle, in a spirit of conciliation, certain number of important problems of society and world economy, such as the fight against narcotics. At the level of the European Community (twelve member states at the time), the European Committee of Fight Against Drugs (CELAD), short-lived structure invented for the purpose in hand, allowed, during some years, to advance the solution of problems which did not enter initially the community skills and were afterward scattered in the new treaties. | ||
