Elle a fait l’objet en outre, dans la presse d’opinion en particulier, d’une tentative d’accaparement au service de la défense d’intérêts acquis et de choix idéologiques. Un tel déficit de couverture et une telle instrumentalisation expliquent sa difficulté à se constituer en problème social dont l’opinion publique aurait pris la mesure et qu’elle aurait pu faire sien.
