L’article analyse ce dysfonctionnement institutionnel, qui tient à la centralisation des pouvoirs entre les mains du maire, et à l’importance de la loyauté partisane primant sur la responsabilité des élus devant leurs électeurs. Les groupes de citadins jouent alors sur la fragmentation institutionnelle étatique pour trouver d’autres lieux de négociation. Mais la multiplication des institutions que les résidants peuvent approcher semble consolider la compétition entre groupes locaux, plus qu’elle n’offre des moyens multiples de faire pression sur le gouvernement.
520			_aDemocratization and local participation in Johannesburg : civil society and dysfunctional participatory institutions Urban social movements in Johannesburg are sidelining participatory institutions, and local councilors in particular, in order to be heard. This is due mainly to the centralization of powers in the hands of the mayor, and the fact that local councilors are primarily accountable to the dominant party rather than to their constituency. In this context, civics often use the institutional fragmentation of local government to find alternative sites of negotiation with the State. However, this can prove disruptive as the multiplication of such sites seems to enhance competition between civics rather than to offer multiple and cumulated ways of lobbying government.
520			_aDemocratización y participación local en Johannesburgo : la voz y las vías de la sociedad civil frente a instituciones participativas disfuncionales Los movimientos sociales urbanos en Johannesburgo evitan más que utilizan las instituciones locales participativas y en particular los representantes locales. El artículo analiza esta disfunción institucional, que responde a la centralización de los poderes en las manos del intendente y a la importancia de la lealtad partidaria que prima sobre la responsabilidad de los representantes frente a sus electores. Los grupos de ciudadanos juegan entonces sobre la fragmentación institucional estatal para encontrar otros lugares de negociación. Pero la multiplicación de instituciones a las que los residentes pueden acercarse parece consolidar la competencia entre grupos locales más que ofrecer medios múltiples de ejercer presión sobre el gobierno.
